This order updates the previous Sectoral Employment Order (SEO) that was issued in 2023.
Under the new changes, minimum pay rates will rise by 3.4% from the current SEO rates in August 2025, with an additional 3.2% increase planned for August 2026.
The SEOs set out the required pay rates, sick pay, and pension benefits for specific sectors, establishing legally binding obligations for employers.
Emer Higgins, Minister of State for Business, Employment, and Retail, expressed her satisfaction with signing the new SEO for the construction sector.
"I have thoroughly reviewed the statutory report alongside the Labour Court’s recommendation, and on that basis, I have formally accepted the recommendation and issued an Order to give it statutory effect," Ms. Higgins stated.
"These measures are essential for our economy and crucial for ensuring the ongoing provision of quality housing," she added.
The Labour Court’s recommendation followed a request from trade unions BATU, Connect, OPATSI, SIPTU, and UNITE, which had sought a review of the terms and conditions for workers in the construction sector.
